Karol Kościński is an attorney at law, author of articles on media law, copyright, evolution of digital media.

Since September 2024 CEO of ZAiKS – the biggest collective management organization in Central Eastern Europe. Before that since 2022 Director of Licensing of ZAiKS and Chief International Officer – responsible for areas of licensing, collection of revenues and international relations.

Between 2012 – 2018, he was responsible for preparation of domestic legislation in field of copyright and media law in Poland, acting as the Director of the Department of Intellectual Property and Media in the Polish Ministry of Culture. He coordinated preparation of various implementations of the EU law (e.g., seven directives in the field of copyright, directive on collective management of copyright, the directive on audiovisual media services, communication of the EU Commission on the public media remit). He also represented Poland in the negotiations of copyright and media law within the EU Council, in front of the European Court of Justice and acted as the Vice-Chair of Standing Committee of Copyright and Related Rights in WIPO.

In last six years he has taken part in several technical assistance projects, mostly but not only regarding the implementation of IPR legislation under umbrella of the World Intellectual Property Organization (WIPO), the US Department of Trade, and the United Nations Development Programme in Montenegro, Kyrgyzstan, Armenia, Serbia, Ukraine, Kazakhstan, Bhutan, Moldova, Southern Korea and Azerbaijan. He also constantly cooperates with the European Audiovisual Observatory.
